Before you offer professional handyman services in Connecticut, it’s smart to know what you can lawfully do. This will keep you out of legal trouble, allowing you to earn money confidently.
I’ve pored over pages of complex legal jargon, spoken to state inspectors, and compiled the most critical information. Here’s what I’ve found.
Do you need a handyman license to offer services in Connecticut?
Yes and no. Technically, no, as there is no handyman license in the state. And handymen can perform basic repairs for customers without authorization, as long as jobs remain under $200 and the work doesn’t permanently impact the property (think: furniture assembly and simple repairs).
With that said, $200 is too restrictive a cap for many contractors, and the inability to perform work of a “permanent” nature is a deterrent. For these reasons, many handymen determine to take the steps necessary to avail themselves to larger and more varied projects.
For handymen to take on these more diverse and profitable projects, Connecticut requires them to register with the Department of Consumer Protection as Home Improvement Contractors. Upon registering, handymen will be able to accept work in a broad range of specialties:
- windows and doors
- flooring
- painting
- patios
- roofs
- insulation
- landscaping and fencing
- driveways
- swimming pools

Are there any other requirements for handymen in Connecticut?
Yes. Registering a DBA (Doing Business As) name is required if you choose to attach a moniker to your business that doesn’t include your surname. For example, if Joe Smith names his business “Joe’s Handyman Services,” he’ll need to file a DBA. If he labels his business “Joe Smith’s Handyman Services,” however, he won’t need to file, as his last name is included in his business name. DBA filings are done through the Town Clerk’s office in the area you’ll be doing business, at a cost of $20.
Limitations for Handymen
Handymen in Connecticut are unable to perform plumbing, electrical, or HVAC work without a license in each respective field.
To get a better sense of exemptions to the licensing rules, I reached out to inspectors on the state’s electrical and plumbing boards. The two inspectors I spoke with underscored what the other said; they were in unison that there is no level of specialty work that is acceptable without a license. To quote one of the investigators: “There’s no such thing as ‘light’ plumbing and electrical work in Connecticut. It all requires a license.”
To corroborate the words of the examiners, I found a list of exemptions from licensing mandates, and sure enough, there are none that apply to handymen and the work they do.
Advertising Restrictions
To ensure compliance with state regulations, all contractors in Connecticut, including handymen, must display their registration number in their advertisements. The state’s Department of Consumer Protection dedicates a page to advertising guidelines and has laws in place to protect consumers from misleading or deceptive marketing.
For this reason, handymen should be cautious not to “oversell” themselves in their advertisements or on their websites, proposals, and social media. If you’re not a licensed plumber or building contractor, for example, don’t list plumbing services or home construction as something you offer. This will help you avoid enforcers.
Insurance Requirements
Handymen must have at least $20K in general liability insurance to be legally registered in Connecticut.
Handymen who have employees working under them must also have Worker’s Compensation Insurance, as posted on the state’s Worker’s Compensation Commission’s web page.

How do I register as a Home Improvement Contractor?
Registration takes place online through Connecticut’s eLicense website. Step-by-step instructions are posted here and include details on how to pay the $220 application fee.
Additional requirements involve obtaining a tax registration number through the state’s Department of Revenue Services, which allows for online payment of business income tax.
As noted above, 20K in general liability insurance is also needed to complete the registration process.
Registration renewal is required by March 31 of each year, at the same application cost of $220.
Penalties for Contracting Illegally in Connecticut
Connecticut is serious about curbing illegal contracting, especially in trades that require specialty licensing.
Engaging in trade work without proper licensing is a Class B misdemeanor in Connecticut, punishable by a fine of up to $3K per violation.
Similarly, working without a Home Improvement Contractor registration is a criminal offense, subject to prosecution. Punishment includes up to $1.5K in fines per violation, and the inability to collect payment for work performed.
Be smart—leave plumbing, electrical, and other license-only work to those with the proper license. And, for certain, get registered before engaging in handyman work. The penalties aren’t worth it.
